Implementation of Application Service Provider for municipalities
The mission of implementing an ASP center was to provide state of the art IT solutions for local governments fostering standardized internal operation and electronic public administration services. Clarity provided complex public administration ant IT consultancy through the entire project life cycle, from the elaboration of feasibility study through service and system design until the implementation of services. Our responsibility included the elaboration of a detailed local government administration management model (designing IT and business process architecture, process modelling of internal and e-government services), as well as the strategic planning and support of system implementation steps (such as system testing, data migration and user trainings). We also prepared and assisted the mass accession of municipalities.
The project resulted in an ASP center providing an integrated application portfolio of 8 currently available for 94 local governments. With our assistance the improvement of service portfolio and national expansion of ASP services are in progress fostering the availability for more than 3.176 local governments and ~40.000 users.
