Implementation of Shared Service Centre for public authorities

The aim of reorganizing the Central Service Directorate as a centralized service organization was that the administrative authorities and governmental institutions get their general supply and operational services between controlled frames (service level agreements) - according to the business sphere’s shared service center practices. The Hungarian Government expected 15-20 percent saving of expenses from this transformation.

As a consultant Clarity participated in the entire life cycle of the "Service Transformation 2007" project in the transfer and professional audit of the service areas (car fleet and property management, office supplies, information technology and telecommunications), revealing operational and cost efficiency reserves, and the planning and implementation of the service system’s reform.

Our main objectives included the development of consolidated government supply system of standards (SLAs), planning of IT-infrastructure to support core service activities (Service Management System, Service Master Date Management, Service website), organizational and operational integration of the service areas, as well as the consolidation of contract portfolio.

Results in numbers:

  • Nearly 20 administrative organizations
  • About 7,000 supported officers
  • Reconstructing an organization with 850 employees
  • Consolidation of nearly 900 contracts
  • Acceptance and operation of nearly 150 pieces of real estate
  • Acceptance and operation of nearly 280 pieces of the vehicle
  • Management of nearly 250,000 pieces of items of property (a value of approximately 70 billion HUF);
  • 10 billion HUF budget a year
